    Eileen O’Neill Burke — short OSINT profile

    Current role: Cook County State’s Attorney, sworn in December 2024. She runs the second-largest prosecutor’s office in the United States.

    Background: Fourth-generation Chicagoan, raised on the Northwest Side. University of Illinois graduate; J.D. from Chicago-Kent. Her career is unusually broad: 10 years as a Cook County assistant state’s attorney → criminal defense attorney → Cook County Circuit Court judge → Illinois First District Appellate Court justice → State’s Attorney.

    Political/prosecutorial posture: Burke ran substantially on restoring a more aggressive, professionalized prosecution model after Kim Foxx. One of her first actions was directing prosecutors to seek detention in murder cases and specified violent felonies.

    The Saracco pressure point

    Saracco has now been prosecuted — but Burke’s office specifically declined to prosecute him as a felony. That’s the sharper accountability issue now.

    Off-duty ICE agent Adam Saracco pleaded guilty yesterday, August 12, to misdemeanor battery for attacking 68-year-old attorney/activist Robert Held in Brookfield. He received one year of court supervision.

    Brookfield police initially presented the matter to Burke’s office. Her prosecutors declined felony charges and advised that it was more appropriately handled as misdemeanor battery; Brookfield police then directly filed that charge.

    Held repeatedly asked Burke’s office to upgrade the case. Former federal chief judge Ruben Castillo publicly joined that pressure, urging Burke to reconsider Saracco’s conduct and criticizing the difficulty victims were having obtaining accountability.

    The especially useful fact now is that Saracco ultimately admitted guilt. Burke’s office nevertheless maintained that felony treatment wasn’t justified: prosecutors reportedly concluded they would have to prove Saracco knew Held was over 60, and said they rarely pursue aggravated battery solely because an attack occurred in a qualifying public location.

    So for a letter-writing campaign, I’d frame the demand as:

    “Explain why your office declined felony prosecution of Adam Saracco, what charging analysis was performed, and whether your office will adopt a different policy for future assaults committed by federal law-enforcement officers against Cook County residents.”

    That’s harder to dismiss than simply “prosecute Saracco,” because the misdemeanor prosecution has now concluded.

    🟢 High confidence: The most effective factual hook is not “why won’t you prosecute him?” It’s “why did your office refuse felony charges when presented with this case, particularly now that Saracco has admitted the underlying battery?” That puts the demand squarely on a discretionary decision made by Burke’s office rather than something she can answer with “the case was prosecuted.”
