Why not just call it an insect? Why does the article call it a “pest”? Is it some “we protect our borders” posturing?

Is it really ‘biased’ to consider a non-native insect a pest? Considering how humans have fucked up native ecologies many times over doing this sort of thing, seems like a good default assumption.
