    While Cox does raise some valid points in the flaws of the testing, it’s quite possible that the state is fed up with their bullshit and the flaws are aimed at making sure Cox can’t continue to be a monopoly.

      Cox said that Ookla speed test results are affected by the user’s home network and “do not capture the customer’s Internet experience throughout the day, or the actual speed delivered to the entire home versus the device itself performing the speed test, which could be affected by the age of the device and the number of other connected devices in the home.”

      Devices is relevant, but “throughout the day” is some nonsense.

      If you can’t provide the required service at peak demand, you absolutely should not qualify.
