Given that many nitrogen fertilizers contain significant amount of ammonium nitrate, it’s probably as simple as simple mixing it with charcoal and sulfur in the correct proportions to get something approximating gunpowder.

The hard part would be getting any. I work in an agricultural store and the only way you can get any hot fertilize is by having a guard to keep it secure. Which is good idea because there a lot of right wing nuts in America who I am sure would love to bomb some abortion clinic or some shit
