Sber (formerly Sberbank, aka Russian state Bank) has announced it’s own image drawing AI, based off of Dall-E algorithms. It’s available as a telegram bot or online here: http://rudalle.ru
It appears to be free to use, although I am not sure how well they are with privacy. In the past sber had severe issues with user data leaks. Also it doesn’t appear to be censored for now.

I just tried it and it’s really good. It’s not just free to use, it’s completely open source, so you don’t even need to use it on their servers.
You’ve got to try it with a different prompt. That one’s just a Russian clip art or a college art student’s end-of-year coursework.
