A “culture of safety” must include decreased emphasis on cars and an increased emphasis on public transportation and cycling and pedestrian traffic. This will only occur with infrastructure funding. It’s not clear from the article what cultivating a “culture of safety” would look like…
We can start at a very minimum with eliminating turn right on red. It wouldn’t even need infrastructure change. It’s entirely a cultural shift to understanding its importance

Boston has revised it’s traffic light standards to prioritize pedestrians instead of only car throughput. I see this as a “cultivation of safety”, though I agree the article could do more to explain it.
