I have had this happened on my iPhone 13 Pro and iPhone 12.
This is a known Safari bug. The trick is to lift your finger off the screen for a second and the issue will fix itself.
Although it is a safari bug, it’s still enough to keep me from using voyager. It’s too annoying and happens too frequently. Native apps just perform better.
Voyager is coming to iOS as an app. It was just announced.
Which native app are you using? I have a hard time finding anything that looks and works just as good as voyager (aside from this one annoying bug and a few more that got introduced in Sonoma).
Memmy has been the best of iOS apps I’ve tried. 90% as visually appealing as voyager in my opinion.
I haven’t been getting this issue on Memmy.

14 Pro Max on iOS 16.6 here and I rarely have the issue now. It happened more in earlier versions. It occurs 1-2 times per day still but not enough to negatively impact my experience. I do what others have been told to do which is wait a second or two and it fixes itself. Knowing it’s a Safari bug, I have faith it will be addressed at some point. I love this app too much to leave it for another just because of a tiny glitch that’s not addressable by the dev yet. Updates are insanely fast and full of new content and features. Sorry for the long response but I don’t see an issue ¯_(ツ)_/¯
Upvote or downvote something then undo it and you can get scrolling again. It works for me every time
On an iPhone 14, I’ve had this come up regularly. There are two reasons that I think are causing it.

The vertical touch interaction is blocked or disabled temporarily. The solution that works for me is to swipe an item left or right to either reset or re-enable scrolling and touch gestures. Then the vertical scrolling will work again.

The feed load time - when the swiping left or right fix doesn’t work, it generally seems like it’s because the page is waiting to load and update additional items. I can see this happening more often when I’m on a slow network connection and then on fast Wi-Fi it’s just a slight pause and the feed loads.
