Had the same thing happen to me the other day. Rebooted and changed to another terminal with ctrl+alt+f2 then re-ran apt upgrade. It failed with a message saying to run some dpkg command first. It was finally able to recompile the kernel and get the nvidia drivers installed.

The remove community action seems to work on local and remote (other instance) communities but I don’t know if it also bans them.
I couldn’t find it in the documentation and I don’t have an instance of my own set up yet so I can’t test it. Hope someone else is able to answer that last bit.
This isn’t exactly a community ban list but it is a list of communities that have been removed.
Change the drop-down that says “All” to “Removing Communities”.
I’ve seen similar videos but I feel like I actually understand this concept now.
