Probable cause like not having a valid license plate? And no, one that simply says “PRIVATE” does not count. It doesn’t matter if the vehicle is for non-commercial use; if it’s on public, taxpayer-funded roads, its operator had better be a taxpayer.
Also there’s nothing stopping you crossing state lines on foot, or a bicycle, or any other non-regulated form of transit you don’t need ID to make use of.
Also can you quickly show me where the right to travel without a government ID is enshrined? I must have missed that in my constitutional research.

Physically could you? Sometimes… Good luck going between cities safely and/or legally though. In some places it’s very possible, but most of the country cars are the only safe way to travel for any real distance
A right that can’t be practically used isn’t a right anymore

It’s the fourth amendment, being forced to present ID is a search. The State is not supposed to be able to search you just because they feel like it.
If you could get on a bus or train without ID, it would be less of a big deal since there are practical considerations to operating a dangerous machine. But we’re becoming less free by the day
Rights have to be fought for. They erode if you don’t push for them
I actually just think they shouldn’t be allowed to run your plate or check your license unless there’s reasonable articulable suspicion of a crime. Such as driving in an unsafe manner
