Because almost nobody care. Certainly not ukrainian government, nor the previous ones. I wouldn’t even know about it if not how often polish and german police arrest people for human trafficking and slavery (and they assume it is only a small part of entire picture) and the victims are very often Ukrainians (other major sources being Poland and Romania).
