Stakhanovism is often used as a shorthand for an extremely crass conception of Marxism promoted by some in the Soviet Union, like the protagonist here is a caricature of. The actual degree to which such ideas were broadly supported versus it being a convenient thing for western reactionaries like Orwell to mock (see Boxer in Animal Farm), I will leave to others to decide, but that seems to be the message of the image.
In this context, depicting oneself as a comically photoshopped muscle man is also very thematic.
