Any operating system that supports a usb keyboard is vulnerable. In theory maybe you could limit the vulnerability by blocking all but one keyboard but I don’t know of anything that does that

They behave like standard HID devices unless they’re scripted to emulate something else, like say a network interface… not really a feasible thing to fullt mitigate, and probably not worth worrying about IMO unless you’re a bank or something
Any OS is resistant if you disable the usb ports but other than that there is not much you can do. Just dont plug in random cables or usb sticks into your computer

Are you asking this in a theoretical, “just for fun” sort of way? If so, any OS that is too old to support USB would be resistant, such as AmigaOS. Otherwise, there really isn’t anything you can do to protect against those types of devices short of completely disabling USB altogether.
