If we go fr, he’s probably male since every Foxy and fox character has been male in the series.
Since the mangle has 2 heads it’s safe to assume that it’s a mix of at least 2 different characters (Toy Foxy + a companion like Rockstar Foxy’s parrot or Funtime Freddy’s Bonbon maybe?) so there is the possibility of Mangle being multiple genders at the same time.

Personally, I think he’s genderfluid, due to how her body is, a technical mess, but they’re living life I guess. Just hope she doesn’t end up biting someone’s forehead…
