This is bad reporting. The SSD isn’t locked by Apple. The problem is that the disk is encrypted with the TPM, so you can’t just swap the drives between computers or it can’t be decrypted.
After swapping the drives you need to reinstall the OS with the new encryption key then everything works fine.

That is not true. You need to use an Apple program to flash the new OS but that is available to anyone.
