Additionally, the writer’s priority seems to be to emphasise the number of westerners or their allies that are killed. Look at this: at least 85,000 Iraqi civilians were killed, but some estimates place that total much higher. So why not report the more widely accepted figures? That’s asking a lot of the qualifier, ‘at least’.
