Ultimately, it will either break E2E encryption or require client-side scanning, both of which are security risks and infringe citizens’ privacy rights. It also goes against the advice of experts.
Due to its size, Germany will have a significant say in whether this regulation is enacted. The Ministry of the Interior (led by the Social Democrats) is in favour of the regulation, while the Ministry of Digitalisation (led by the Liberals) is expected to oppose it. The cybercrime authorities are also against it. It is unclear whether the Liberals will actually oppose the Ministry of the Interior, which is responsible for the regulation, due to coalition disputes.
